why no proof? you could downrank in TBC...
Abilities from Warriors, Rogues, and Feral abilities from Druids cannot be down ranked.

Can't find any proof but I'm not that good at searching. However I did find the issue on another github. The fact that it is there too is pretty definitive that it is not intended.

Seems to be a bug when you put a point into the talent. Re-logging made it only one rank again.
Uh... Well, I've tried what happened last time, and for some reason it's always only showing one rank for me now. Would be cool with some help to figure out when it happens; I had thought it was every time you relearned the talent, but I guess I was wrong.
Create a new character, level him to 70, talent all the way into Protection and get Shield Slam. Go to trainer and learn every ability. You should now have ~5 (?) ranks of Shield Slam in your spellbook.
Problem: the Warrior abilities Shield Slam and Devastate (I'd presume this happens with any Ranked up Warrior talented ability, OR even for any of the classes where you cannot downrank (Warriors, Rogues, anymore I'm missing?)) do not consolidate themselves when learned into one ability. It shows all the ranks and the character is able to use down ranked versions.
How to reproduce: talent the ability Shield Slam, then train higher levels of Shield Slam Solution: unlearn the previous version of a talent ability after learning the new version Proof: http://i.imgur.com/twOnEm0.jpg Burning crusade proof: unfound, somewhat uneeded
