Must be based off changes for cin2-surveillance

I changed the base from merging this into cin2-surveillance branch to merging this into main branch, since the changes from cin2-surveillance were merged into this branch so that this now contains all of the changes from both branches.

@mrnosal Could you please review commit https://github.com/ccsm-cds-tools/ccsm-cds-with-tests/pull/120/commits/798efb65d50eeacb95ff027494fe6bebc1d04660 that I added to make sure that it resolves all of the unresolved comments in this PR, as well as the unresolved comments in https://github.com/ccsm-cds-tools/ccsm-cds-with-tests/pull/118?
