Added logic statements and tests for updates to the ASCCP Errata section.

Note: Marking as draft, since the errata updates are causing many existing tests to fail. We have to figure out a way of distinguishing the errata recommendations from the Common Abnormality risk table recommendations, since there are currently many overlaps between the two.

Overview This PR adds logic updates from the 2024 ASCCP Errata, represented by CCSMCDS-8.

Details:

• Adds the following recommendations to the Errata section of CommonAbnormality.cql:
  • 3.2.1
  • 3.2.2a
  • 3.2.2b
  • 3.3.3
• Refine logic for the the following Errata recommendaitons:
  • 3.1.1
  • 3.1.2
  • 3.1.3
• Adds testing for new errata section
• Add restrictions to risk table lookups so that a patient with a recent abnormal cytology will bypass the risk tables to be managed by the errata section.
• Updates bug that caused patients with positive primary HPV tests to not get the corresponding reflex cytology recommendation

NOTE: This PR focuses on the Errata section of L3 and does not address the errata updates that relate to sections G.1 and H.2. These will be addressed by a follow-on PR.
