L3 Management Updates #6

Updates to Management logic based upon the most recent version of the Level 2 CDS.

A follow-on PR will address the "2019 ASCCP Risk-Based Management Consensus Guideline Errata" section as well as outstanding discussions we resolve over the next few weeks regarding the more recent L2 changes.
