Add ecoregions as concurrent option for user upload data

Investigate possibility of users including state and ecoregion and being able to toggle between them

Brainstorms: User adds separate columns for state and ecoregion, then generate separate state and ecoregion data tables with calculated metrics?

They will need one or both of state/ecoregion.

From 7/11 meeting w/ Scott:

• Replace “User upload” label in legend with lake name
• Replace “Standardized” label in legend with “state means” or ecoregion means” or “[state name] means” or “[deserts] means”
• Have them able to select some options (state, ecoregion, waterbody type)
