Update singularity container on Welsch (?) #49

Now that https://github.com/PecanProject/pecan/pull/3155 is merged, should I update the container on Welsch? I'd have to wait until a set of runs finish to do that. Maybe not worth it until these 9 sites are finished.

What was I thinking? There's no container to be updated. This bit of code runs on Welsch not the HPC. Just need to update the PEcAn package and workflow template!
