Grow Setaria in forests #8

Finishes up what was started in #5. Now 02-setup-runs.Rmd also edits the history files to add setaria in and it works with one site at least.

Changes:

turns off auto snapshot for renv. Now you must manually run renv::snapshot() to record changes to packages
Edits .pss file to ensure areas of patches sum to 1
Edits .css file to add in Setaria pft (ED pft 1)
Draft of template plotting script.
