Offboarding

What it says now:

It is fairly vague currently.

What it should say:

Needs more details, ideally from folks who have participated in the offboarding process recently (@jessicaguo & @KristinaRiemer)

Can deactivate users (rather than deleting) to open up new seats
Should definitely remove users as part of off-boarding because there are limited seats in free version

UA-HPC: not necessary to do anything? Users removed automatically when no longer employees.
