Ask to Apple ;-)
If Apple doesn't change his developer license agreement, it's forbiden to
develop
VoIP app on 3G :-(

Install 3G Unrestricted and allow Siphon. You will be able to use it.

You don't even need to install 3g unrestrictor or voipover3g, there is a switch
in
the siphon settings to allow it on edge/3g. The problem is it's forbidden by
Apple
and AT&T. However, like michal.mirski asked, it's being actively discussed
right
now. Is there any news?

What's the status about this since Apple has changed his license.

On Cydia, Siphon works fine over 3G ;-)
Last time, Apple rejects Siphon not for 3G but because Siphon is released on
Cydia
and Apple license forbids them.
I will submit on AppStore in couple of weeks.
