Add github workflows for automatic container build #7

The build 'should' be automatic on new tags and will push to the repo's ghcr.io repo.

I just merged v0.7.0, updated the DockerFile with the new version, tagged the release and was able to confirm that a new container was built automatically with the correct v0.7.0 tag. see mdallaire/waterfurnace.
