Item effect ranges rework

This is a bigger rework of the item effect ranges module of the mod. Sadly, the work could not have been done with smaller changes as this rework contains several bug fixes, support for newer game features and some other improvements:

• Fixed the wrong range display for beehouses
• Fixed the range of Deluxe scarecrows
• Compatible with the new pressure nozzle
• Compatible with prismatic sprinklers
• Calculates the item effect ranges with a centralized calculation function, so configuration in the ModConfig file is no longer necessary - in the future it can be used for other customization.
