This is a PR to include the 3.3.1 binaries for windows. #26

This PR is intended to merge to the main winutils repo a functional version (tested on win11) of Hadoop 3.3.1

I'm NOT the developer of this increment. I'm just proposing the merge of a improvement that worked in my local machine.
