Extra 1st step added to each simulation season

An extra 'active' step occurs at the start of the simulation. 

For example, in the run attached, animals should be active for 1 hour, 
then asleep 1 hour, then active 1 hour. Instead, they are active 2 hours, 
then asleep 1 hour. This leads to scheduling that is 'bumped' by 1 hour.

I re-ran this test with the newest version (v104B) with the same result. (Same 
XML 
and same maps, so I did not repost them.) You did not indicate that this was 
fixed, 
so this is not a surprising result, but I though perhaps the roll-back would 
fix it 
and wanted to see.
