Daily Modifiers not being reloaded

On reloading, any daily modifiers are ignored.

Here are three attachments:

1) The xml I used to test the issue. Note the daily modifier section. First up 
is a modifier where animals neither gain nor lose energy. Then starting on the 
second day is a modifier where they start losing energy from moving around 
while never gaining energy. On the third day they go back to losing no energy 
but have the chance to gain energy (meaning non-0s in the ProbFoodCap).

2) A disperser textfile showing the issue. Everything is fine until the point 
where I restarted, at 3/16, 12:00 PM. Here you can see the modifier reverting 
back to the original, where the disperser neither gains or loses energy (when 
it is supposed to be losing energy as seen immediately before).

3) The simulation.txt. See after the time of restart (12:39-ish). Every line 
for "my daily modifier start date" defaults to 3/15/2013.

I am still thinking this one over.  If you wanted to kill all the dispersers at 
a particular time, just run the simulation until that time.  Remove every 
instance of the dispersers from the XML and reload.  Done.

Lets seek how long the other two take to do first.

You can used the attached zip for maps and xml.

To recreate just let it run into the second year (2014) and save out at any 
point. Upon reload you can go to the simulation.txt and see the "my daily 
modifier start date" default to 3/15/2013.
