Animals getting stuck while homing

Hi Bob,

I have been unable to test any of the restart issues due to a bug that causes 
some animals to get stuck while homing. I have attached the inputs, outputs, 
and log files for a run where this occurred. In general, it occurs about 90% of 
the time with these maps. 

I tested this issue on r316 and r315, and also on both Arcmap 10.1 and 10.2. I 
also tested it on an older version of search that I was using back in 
2012-2013, and that version did not reproduce the issue. So this has been 
introduced in recent versions.

To reproduce the issue, you can run r316 using the ridenour_femalemod.xml file.
