Add :CMakeToggle command #83

This PR adds the :CMakeToggle command. I haven't tested it yet as I am quite new to the neovim scene and am unsure on how to temporarily install a local package. Any guidance on this would be very much appreciated!

Sorry for the very long delay with this PR. I've left a couple of comments. Could you also update the CHANGELOG please?

I've updated the changelog and version in 8a1699f4c48796bfb9f55813036998c94bb0d533
