It seems this can be managed with a simple hotkey and no additional gui components, which is perfectly fine for me. I'll add more to the documentation soon.
Done, got it working with pulse (after a week of attempts, configuring it sucks), and determined that I don't need an "icon", simply volume control hotkeys in rc.xml for openbox.
Not happy with xfce4, too many dependent packages and not enough actual GUI functionality. I plan to try out the volumetray-alsa package, and want to add the icon to tint2 /w hotkeys captured by the openbox config.
