I need to check the settings in transmission to see if I can optimize them.

Additionally I sometimes have downloads pause (queue?) and they never unpause, which is a problem, because it also changes their appearance and placement in the web UI, so I'd rather they didn't do that.

Queue'd or paused torrents should be addressed, and more realistic sizes are now set.

Adjusted ownership, and also identified some settings that were not enabled.
