Definitely a bug, as it changes the original author's meaning.
I feel we've had this conversation before because I think I've tried to argue that the author is an irrelevancy and that all that matters is the text and that the change of meaning and context is a critical aspect of the synthetic properties of transclusion.
(However in this case I agree with you.)
It's often the case when transcluding that the content has additional links within. Since they are relative they point to the current context, not the original.
