FlexTools is crashing with FLEx 8.2 #2

The version of ICU has been updated in FLEx 8.2, it now uses dlls for icu54 and FLExTools

From a quick look it seems that the gennorm.exe doesn't have access to the normalization data files when run from FLExTools.

Fixed in version 1.2.4 (released 10 Nov 2015).
