Document CDF License Policy #446

License Policy for CDF is not documented at the moment. This issue is created to keep track of the work to document the license policy for CDF similar to the one used by CNCF.

The license policy should be created once the charter is updated and approved by the CDF GB which is tracked under #445.

This issue replaces the older issue https://github.com/cdfoundation/foundation/issues/35.

CD Foundation Projects have their own Apache 2.0 licenses which also act as technical charter for each project, this is referenced under section 1.a of the broader CDF charter. IP is also represented through these licenses and maintained by the individual projects.
