TOC Leave of absence policy

In certain circumstances, TOC members may not be able to participate in TOC activities for a longer spell of time, e.g. parental leave, sick leave, sabbatical or else. To ensure that the work of TOC may continue effectively, we should have a leave of absence policy, that can allow the TOC member to nominate a stand-in for a limited amount of time.
