Is there a form for voter registration (individuals who may not be making pull requests)? I have it on my calendar to send the form link out today.

@TracyRagan The eligible voter list based on LFX Insights data will be published later today as part of this pull request and then the voter registration form will be enabled for voter registrations.
I'm slightly puzzled about the relationship between "Project Representatives as TOC Contributors" and "TOC Elected project seats". The latter are also referred to as "project representatives" in these coming TOC elections. One main difference would be that only the ones on TOC seats will be allowed to vote on the TOC, I assume, but it also says on the CONTRIBUTING page that contributors have an "opportunity ... in voting". What does that mean? And furthermore, currently all elected project seats match the contributor project representatives. Is that by accident, or do we expect that the persons elected for project seats in TOC should always also be contributor project representatives? If the latter is true, then I guess that when nominating a project representative for the TOC project seat is should be combined with a PR to update CONTRIBUTORS.md
@e-backmark-ericsson My first comment would be to keep this PR specific to the elections and work out the details for the TOC contributors separately since the document describing the TOC contributors is still in draft state.
When it comes to overlaps between the TOC Elected Project Representatives and Project Representatives in the TOC Contributors document - I believe @afrittoli worked with the projects to identify who would be interested to participate in TOC as project reps to ensure the projects are aware of and possibility to contribute to the TOC matters.
Finally, everyone, including TOC contributors have opportunity to vote in non-binding fashion to show support. The contributing document could be updated to document this more explicitly.
The project representative on the TOC contributors exists to make sure that all projects are represented at TOC meetings on a regular basis. Since four of the TOC members represent a specific project already, the five remaining projects have one person joining the meetings. The naming representative is used for both voting and non voting which leads to confusion so maybe we could find a different name.
Ok. I'm satisfied with those comments, and look forward for some clarifications in coming updates of CONTRIBUTING.md outside this PR.
This pull request documents the process to follow together with the timeline for the TOC Project Representative Elections for 2023.
Please note the timeline as well as the upcoming steps in the process as certain artifacts become available on correponding dates.
