This needs to be the Offer has the tls-id to use and both sides use that value for the same reason mid needs to be that way.

I just want to put on record (again) that I think this is a bad idea. The proposal is that we encourage the acceptance of un-authenticated data over the only e2e authenticated channel we have in order to support a 1980's pre-ISDN billing hack.
