What is the plan to test CORE and how will it be done?

Acceptance Criteria

CORE test plan is created as a subset (child) of the Testing COP
CORE test plan explicitly lays out the process of testing CORE
CORE test plan has been emailed to Brian/Jon for feedback
Brian / Jon have provided feedback for updates (indicates that Ramil has to chase Brian/Jon for feedback)
