As a rule author I want to be able to output a fixed value for a rule when the value doesn't exist in the dataset #490

For rule CORE-000277, the logic is checking for the presence of a TSPARMCD. If the TSPARMCD is not present, there is nothing that can be added as an output. If no output variable is defined, nothing will show up as there is no "name". If TSPARMCD is specified as output variable it will take the first TSPARMCD that is encountered in the dataset which has nothing to do with the check.

It should be possible in this case to specify for this rule that for output variable TSPARMCD, output value is RDIND
