Update rules schema to support USDM v3.0 and v4.0 #642

Update the rules schema to:

Accept "USDM" instead of "DDF" for Standards.Name
When Standards.Name is "USDM", accept:
- "3.0" or "4.0" instead of "2" for Standards.Version
- "USDM Conformance Rules" instead of "DDF Conformance Rules" for Standards.References.Origin

The pattern for Standards.References.Rule Identifier.Id should remain unchanged as DDFnnnnn.

Currently, it is DDF Conformance Rules. Should it also be changed from ...Rules to ...Checks?

My mistake - it should be USDM Conformance Rules. (I've now edited the description above to show this).
