variable, however, a null column must still be included in the
dataset, and a comment must be included in the Define-XML

Describe the bug
When running validation using CG0016 on xpt datasets, the rule is being skipped for all datasets. The rule is applicable to all domains and in the logs it is passing is_suitable_for_validation but an error occurs during the execution of the rule related to dataset_name
