Check for scrollbarsMissing on rule list pane resize #137

To reproduce:

Set the page[limit] to something low, like 3
Ensure there are at least 30 rules in the storage db
Load the rule editor
Resize the window so that is small
Unfilter
Wait for the list of rules to load
Resize the window bigger

Notice that additional rules are not loaded to fill the rule list pane and there are no scrollbars to allow loading additional rules

AC: When a rule list pane resize occurs, the left pane size needs to be recalculated to ensure enough rules are loaded to fill the scrollpane.
