Updates to Rule List

Removed Rule Type col
Added Standards and Orgs columns
Reordered columns
Added ability to filter on yaml subcollections properties via cosmosdb queries (Rule Ids, Standards, Orgs)
Hide Sorting or Filtering functionality for columns that are not yet sortable (Rule Ids, Standards, Orgs) or filterable (Created Timestamp, Changed Timestamp)

Test by sorting/filtering on all columns that allow sorting and/or filtering along with global yaml filtering
