this ticket resolves the preview branch issues. A redirect during authorization was redirecting our preview branches to production. This PR resolves this issue by:

allowing a read-only preview environment that uses a different config used in the preview environment build.
maintaining the normal build for production when a push event occurs during a PR merge
Branch protections have been changes to still require a review but PR's now require to go through a preview build.
updated to checkout version 3

I have left the color change on the control panel to show that the preview environment is working properly. I will remove it when this PR is through review.
