CHK0050: Define rule: If NarrativeContent is present confirm reference is valid for sectionNumber and sectionTitle.

This rule is in reference to narrative content describing part of the activities and procedures. The Narrative Content sections follow the M11 template. The check is to ensure the Narrative Content describes the correct section.

If this rule is intended to check against M11 section numbers and titles, it would require that the rule engine can access the M11 template. I don't believe the rule engine currently has this capability.

@nickdedonder We put this in the icebox for future consideration since we can't access the M11 template.

@DianeWold @drewcdisc @nickdedonder: The narrativeContent also enables coverage of other protocol template standards. Therefore the alignment with M11 from USDM perspective is not a requirement (although we can). Given this, I have put this check in the obsolete category in the overview.

However, we can check consistency of section numbering. I will create a new check in the overview list to cover this.
