Fixed:

grant the same permissions to the PR CodeBuild as the synth has
remove CodeCommitPR Aspect as it is no longer needed as the @cloudcomponents/cdk-pull-request-check has been upgraded to use newer Lambda Runtime
include CDK_QUALIFIER into the PR CodeBuild envariables
the inlineShellScript escapes the ` character as well
