Based on @lukurkurra 's recent attempts:
1) a file to annotate cannot be opened using the "locally" link. The file extension is properly associated with a software. 2) the text isn't annotated by the tool ( @wangj619 and I are able to get annotated texts, we are on mac and linux.)
