Add pre commit #14

This PR implements:

add pre-commit to the project with the following hooks:
- detect-private-key
- requirements-txt-fixer
- trailing-whitespaces
- python-no-eval
- rst-backticks
- black
- ruff (with the optional conditions listed in pyproject.toml)
- nbqa-black
- nbqa-ruff
corrects the errors triggered by the new hooks
