I don't have a problem with an edit button on the draft spec. Do we just want this change on the published HL7 site?
Edit: chatted with @isaacvetter and @brynrhodes and determined that contributors are pretty tech savvy to work directly with the GitHub site and to just remove the pen icon here for consistency
