Support accepting suggestions for non-med order types #117

Right now, even in our PAMA view, when a suggestion comes back, the act of accepting a card's suggestion is tied to medication-reducers by default.

Since PAMA view deals with ServiceRequests, they are not handled and the console includes an error that the suggested resource does not have a medicationCodeableConcept.
