Fix labels on Staging Branch #406

Our automatic labeler is not configured properly.

We either need to replace it with another or properly configure it so that the staging branch is seen as a "Release" branch.

We will no longer be using the staging branch for this so I'm closing it, will open a new issue around labeling master branch
