Update deploy to dev process #499

First step to updating the release process. The idea is that the versions that are generated on merge to master will be used in a manifest project to deploy to the staging environment. This repo will only be able to deploy to the development environment.

Changes

tag master code branch on change using semantic versioning using https://github.com/anothrNick/github-tag-action
build a single container instead of a /development and a /release version
tag container with latest and semantic version
inject version of code as an environment variable.
