Remove Terraform Staging files. #238

In order to reduce the chance for issues with our various infrastructure environments we should pull our terraform code out of this repo and place it in it's own repo.

This way we can simply fork the staging repo and rely on upstream merges to keep our various environments in sync instead of having to manually copy back and forth.

I've created the following repo to eventually store staging:
