add /exposure-configuration/present #241

This PR adds https://retrieval.covid-notification.alpha.canada.ca/exposure-configuration/present and responds with 204. Explanation in issue.

Hi @scoates, thank you for your contribution! I have moved it into #242 because it does not run the full CI on the external PR and it did not accept my changes when I merged on this on.
