This PR moves the events endpoint from the submission the retrieval endpoints.
This is due to the amount of IPs that need to be safelisted on the submission server for google scripts to work.
https://github.com/cds-snc/covid-alert-server-staging-terraform/pull/31 needs to be merged first before this works.
