Remove AutoScalling TF Code in staging #352

This isn't working due to a known bug with the AWS TF Provider. At the same time we have never been able to get it to work when we did have it manually working and with an avg of 0.1% cpu usage and 7mb of ram usage it's fairly safe to turn this off.
