Create a testing tools microservice that allows QA folks to perform the following tasks

Description

A Microservice or collection of lambda's that can be deployed to the staging environment, preferably controlled through TF Feature Flags.

• [ ] Create the following Endpoints
  • [ ] Cause an Invalidation in the CloudFront Cache and allow us to report back on status. To replace the following script: https://github.com/cds-snc/covid-alert-server/blob/master/bin/invalidate-cache.sh
  • [ ] Truncate the diagnosis_keys table. Work on this is currently here: https://github.com/cds-snc/covid-alert-server/blob/master/pkg/server/test_tools.go It needs to be moved out of the Keyclaim microservice
  • [ ] The ability to stuff the database with data similar to production To replace the following script: https://github.com/cds-snc/covid-alert-server/tree/master/bin/stuff-database
• [ ] Only allow authenticated users to call it.
• [ ] Be callable by #403
