Feature/add user (65 or above)

We had some issue in content review where we couldn't see the text specifically tailored to those 65 or above because we had no test user that met the criteria.

I've gone and:

added Alex Janvier to user.json
added Alex to the db.json, as well as the init.sql file
updated the API to work accordingly
added a Cypress run that says yes to above 65
added a check for value amounts based on age in the cypress tests

Resolves #537

The Cypress tests might be overkill, but wasn't too bad to add. Happy to modify or get rid of 'em
