Design: Button type prototype designs

Given the recent discussions around the supertask button as part of the alignment with Canada.ca: https://docs.google.com/document/d/13Jk8RHniv6RdCsdzM3SGNm-MigTywYNQTNcU4DHFIf8/edit#heading=h.boodpg96wfze

Next steps for design:

• [ ] Propose designs for primary, secondary, tertiary buttons (could tertiary button be used in the header for sign in, search, menu?)
• [ ] Inclusion of tertiary button might make room for primary button to be closer to super task button
• [ ] The secondary button seemed transparent and didn't look usable with certain backgrounds.
• [ ] Mock up a few versions of new buttons in context for consideration. We received a comment from Eliza Tang and team at TC that the secondary button seemed transparent and didn't look usable with certain backgrounds.
