PLANNING Mandatory vs. flexible research

We published and will soon publish some communication about how Canada.ca and GCDS will work together. While evaluating these communications, we want to understand how we frame 'mandatory-ness' and flexibility, in a way that clarifies why certain things are mandatory and others things are more flexible.

This is the PLANNING card. The materials will be ready for when the communications have been published long enough for us to evaluate how they worked.
