Possibly remove external link icon

Designer discussion on using the external link variant: We might want to discuss external link with David (to see if this is something we want to keep). Many sites linked from Canada.ca aren't necessarily on the canada.ca domain and links would technically be "external links" if we were to add that icon everywhere the page links would start to look pretty inconsistent.

If we decide to keep it, the variant needs to be added to the poster in en + fr.

• Currently we are offering the external icon for links (Icon component)
• The design system use case is different from the standard Canada.ca use. GC Design System closer to an app or self-contained space and target audience is public servants (internal) rather than Canadians
• Effect on UX and current content
• Within Canada.ca not external since we’re a subdomain - this could be more clearly communicated
• Unclear from icon whether opens new tab or goes to new site
