Hot reloading is broken #149

Summary

Hot reloading is broken in master. To reproduce:

I'm also getting an error on the command line start.js or filelist.json doesn't exist. Not sure if that is related but this is a fresh copy of master so not sure why there are errors.

It was working as of https://github.com/cds-snc/node-starter-app/commit/07e53a25196fc0a8f4db82ef7e343ad53804d474.

Hi! That is indeed a bug. Unfortunately, all work on this repo has been deprioritized for the foreseeable future, so until something changes, we will not be able to fix it.
