Attempting to fix the a11y action workflow #72

Github seems to be hiding the deployment_status actions from the checks on PR pages. The checks still run: https://github.com/cds-snc/node-starter-app/commit/e62d5301fad37dffd032228d6f4ff1fd412a4825/checks

But this is not useful. Closing for now as this isn't something I can fix.
